Did you know she is probably thinking the exact same thing and is just as afraid of doing the wrong thing? I would just go up to her sometime and ask her if she wants to go for a walk after school? That's fairly safe and if things don't go well then you just turn around and head back. Nothing ventured, nothing gained. If you manage to hit it off during your walk then you can go into a real date . Another safe thing is to ask her to go bowling or to go out for an ice cream cone.

The most professional women I have dealt with don't let the suit do the talking. You can see a smart woman in her air and demeanor. if you look at the face, and posture, you will see the outfit doesn't attract attention but can also state the hidden sexy woman underneath.
I would need far more info to offer advice on how to dress. Best to go to local store and let salesperson help. They know what is in now and have a better idea of what will look best on you. :)
