Yes hair twirling and blushing can be seen as signs that she fancies you, but can also be seen that she is timid and shy, but not because she fancies you, because that's her personality. Just casually arrange for a few of your work mates to have a drink after work one day and ask her if she wants to come. That way, you will be seeing her outside of the working environment, and she may relax more. And if it goes well, suggest another drink sometime just without the others! That seems like she likes you, but notice next time if she mirrors your body language or if she touches you, like brushes your arm with her hand or something, then you'd be sure. And we don't usually like making the first move so just go for it!!!
