oky i moved into japan and i dont know that much japanese but enough to get along, but sometimes people laugh at my japanese. anyway theres this girl i like , she talks to me sometimes but im to nervous to ask her out. she and her friends ask me questions and whenever i asnwer (with fine japanese) they start giggling (????)

they are probably giggling at your accent...not your japanese..
its weird though that they have no relationships...maybe they have certain rules or something..?

as a girl like me, i will be flattered if you try to learn their language (eventhough you are trying hard to get noticed by this girl)...don't mind the people who laugh, it is really normal for the locals to laugh if any of the foreigners start to speak their language...
be proud instead....at least you are trying to adjust their culture....
anyhow, about the japanese girl, since you are new to their language why not say it in english (if she understands it), for now while you are you to each other....
one you get to know each other more, then that is the best time to ask her to help you regarding their language...especially the pronounciation....that matters...
